City of Dunsmuir Seeking Bids for Pavement Overlay Project

2023 PAVEMENT OVERLAY PROJECT

ADVERTISEMENT FOR BIDS

 

Separate sealed Bids for the construction of the 2023 Pavement Overlay Project will be received by the City of Dunsmuir at the office of City Hall at 5915 Dunsmuir Avenue, Dunsmuir, CA 96025 until 2:00 p.m. local time on November 14, 2023, at which time the Bids will be publicly opened and read. The Project consists of pavement overlay at three locations. The Base Bid at Branstetter Street includes 31,000 SF of HMA overlay with wedge cutting at conform locations, storm drain pipe and concrete encasement at the intersection of Sacramento Avenue and Dunsmuir Avenue, and Additive Alternative 1 is storm drain pipe and inlet replacement at the intersection of Sacramento Avenue and Branstetter Street. Additive Alternative 2 at Hope Lane includes 21,000 SF of HMA overlay with wedge cutting at conform locations. Additive Alternative 3 at Apple Street includes 4,500 SF of HMA overlay with wedge cutting at conform locations and full depth replacement at storm drain crossings and storm drain pipe replacement.

 

Engineer’s Construction Cost Estimate for the Base Bid is $174,000 to $192,000.

 

Bids will be received for a single prime contract. Bids will be on a lump-sum basis. All bids shall be evaluated on the basis of the Base Bid amount.

 

The Issuing Office for the Bidding Documents is PACE Engineering, Inc., 5155 Venture Parkway, Redding, CA 96002. Prospective bidders may examine the Bidding Documents at the Issuing Office during normal business hours. The City of Dunsmuir (Owner) is using a third-party website, CIPLIST.com to advertise these Bidding Documents. CIPLIST.com is a free service provided to review and download project Bidding Documents. CIPLIST.com is the only internet website for prospective bidders to obtain official project information and Bidding Documents.

No Contractor or Subcontractor may be listed on a Bid proposal for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code Section 1771.1(a)].

 

Copies of referenced Standard Specifications (SS) for Public Works Construction, 2021 edition, commonly called the “Greenbook,” containing the General Provisions and Standard Technical Specifications, may be obtained from Building News, Inc., 1612 South Clementine Street, Anaheim, CA 92802, (714) 517-0970.

 

Prospective Bidders shall be licensed Contractors in the State of California and shall be skilled and regularly engaged in the general class or type of work called for under the Contract. Each Bidder shall have a Class A California Contractor’s license.

 

Bidders are notified that as allowed in Public Contract Code Section 22300, this contract does not provide for substitution of securities for any monies withheld by the Owner to ensure performance under this contract. Bidders are further notified that this contract does not permit retainage to be placed in escrow nor to be invested for the benefit of the contractor.

 

The general prevailing wage rate of per diem wages, holidays, and over-time work for each craft, classification, or type of workman needed to execute the Contract are established by the State of California, Department of Industrial Relations. State Prevailing Wage Rates can be obtained from www.dir.ca.gov/DLSR/PWD/. The Wage Decision, including modification, must be posted by the Contractor on the job site.

 

Owner reserves the right to accept or reject any and/or all Bids and to make that award which is in the best interest of the Owner.

FLASH update railyard shoreline response action and restoration project

FLASH Liaison Update (Update #13) for the Dunsmuir Railyard Shoreline Response Action and Restoration Project:

At approximately 12:00 pm today (October 18, 2023) a turbidity (sediment temporarily suspended in the water column) plume was released outside of the in-river isolation barrier (IRIB) along the Dunsmuir Railyard into the Sacramento River due to ongoing operations to remove contaminated soil. Excavation operations were occurring along the shoreline which created turbidity in the water. Whereas turbidity is expected with the excavation work, there was an unknown breach in the IRIB causing the plume to be released. Excavation work has ceased, and crews are currently on-scene repairing the breach.

Public Input Requested: Housing Element Update - Public Hearing - Nov. 2nd

NOTICE IS HEREBY GIVEN that the City of Dunsmuir City Council will hold a Public Hearing on Thursday, November 2, 2023, at 6:00 p.m. in the City of Dunsmuir Council Chambers, 5902 Dunsmuir Ave., Dunsmuir, California, to received public comment, provide direction, and consider adoption of the 2023-2031 Draft Housing Element prior to submittal to the California Department of Housing and Community Development (HCD). The 2023-2031 Draft Housing Element is exempt from the California Environmental Quality Act (CEQA) pursuant to the CEQA Guidelines Section 15061(b)(3) the General Rule or Common Sense Exemption. Since no development or other physical change to the environment would be approved by Housing Element adoption, it can be seen with certainty that there is no possibility that the Housing Element adoption may have a significant effect on the environment in the City of Dunsmuir.

Every eight years, each California city and county must update the Housing Element of their General Plan and have it certified by the California Department of Housing and Community Development. The Housing Element is a policy document that identifies Dunsmuir’s existing and future housing needs and establishes proposed actions to facilitate the provision of housing to meet those needs at all income levels. The Housing Element describes housing needs and includes an analysis of constraints to housing production. The City has released a Public Review Draft of the 2023-2031 Housing Element that recommends goals, policies and implementation programs intended to address these housing needs and constraints, and comply with State housing law during the eight-year plan period. Public comment received to date has also been considered in the draft. The Public Hearing will be held on Thursday, November 2, 2023, at 6:00 p.m. in the City of Dunsmuir Council Chambers, 5902 Dunsmuir Ave., Dunsmuir, California, at which time and place pertinent testimony will be heard.

Attention Dunsmuir Fuels Mitigation Participants

Dunsmuir Fuels Mitigation Project Participants!  for those of you who agreed to participate in our Fuels Mitigation Project. 

We are required to complete archaeology field surveys as part of the CEQA (California Environmental Quality Act).  The CEQA activities have been underway with our contractor Vestra and now it’s time to begin the archeology field surveys.   These will be starting on Monday, September 25 and will continue throughout the week.  The archeological inventory for the project will be conducted by Alta Archaeological Consulting (ALTA). The survey is designed to meet the requirements of CEQA, and will include background research, Native American outreach, and field surveys. 

During the week of September 25th you might see Alta’s surveyors walking around. They will not collect any objects, will not mark anything or cut any trees.  The surveyors may take photos, measurements and digital map data of historical resources for our final report.
