The City of Dunsmuir Planning Commission will hold a Public Hearing on Wednesday, September 11th, 2024, at 6:00 p.m. on the following item:
Al’s Depot & Emporium Conditional Use Permit
The project is a proposed conditional use permit to facilitate the development of an indoor commercial cannabis retail business at 4116 Pine Street (APN 058-113-010) The property is zoned T-C which allows storefront commercial cannabis businesses subject to an approved conditional use permit.

It is anticipated that the project will be determined to be exempt from environmental review pursuant to CEQA Guidelines Sections 15332 (i.e., Infill Development Projects) and 15301 (i.e., Existing Facilities). A CEQA exemption implies that the project will not result in any significant adverse environmental effects. The Planning Commission will consider the appropriateness of said environmental recommendation based on the record of evidence before them. If substantial evidence has been presented demonstrating a more appropriate environmental determination than the one being recommended, the Planning Commission may adopt an alternative environmental determination pursuant to the requirements of CEQA.
All publications are available for public review at the City of Dunsmuir, 5915 Dunsmuir Avenue, Dunsmuir, California, and all interested persons are invited to participate in the meeting and be heard on any agenda item. In addition, a staff report will be available at City Hall and on the City’s website three working days prior to the Planning Commission meeting. All items presented to the Planning Commission as part of a public hearing, including but not limited to, letters, e-mail, petitions, photos, or maps, become a permanent part of the record and must be submitted to the City Clerk. NOTICE IS HEREBY GIVEN that the City of Dunsmuir will hold a public hearing on August 1st, 2024 at 6 p.m. at City Council Chambers, 5912 Dunsmuir Ave, Dunsmuir, CA 96025. The purpose of the hearing will be to discuss and solicit comments on the submittal of the Community Development Block Grant (CDBG) accomplishments and closeout report for the Dunsmuir Microenterprise Assistance Program, 20-CDBG-12088. The project is being funded through a Community Development Block Grant provided by the California Housing and Community Development.

Microenterprise Assistance: $250,000.00
The City of Dunsmuir will be required to disencumber $75,136.65 of 20-CDBG-12088 for Microenterprise Assistance. Due to an insufficient number of eligible activities and limited award amounts due to underwriting standards, the City of Dunsmuir was unable to spend down those funds.
The following information related to the project is available at 5915 Dunsmuir Ave (between the hours of 9 a.m. to 4 p.m. Monday –Friday or by emailing the contact listed below:
A. Project progress/status of completion and expected timeframe to completion
B. Results to date and projected totals, such as number of beneficiaries assisted, housing units completed, portion of project in service, or persons served.
C. Funds expended, balance of funds available, and budget expectations to completion.
