Weekly Reports from the City Manager

August 23, 2021

1) Public Works: Public Works was left with one employee as the other was called out on a fire strike team; with the extreme fire danger, certain equipment is being used sparingly to minimize potential fire cleaning of areas around the  Hedge Creek Falls Park; repaving on Shasta Avenue; graffiti removal;  repainted curbs on lower Pine St;, unplugged the Belnap Fountain; utility locations completed for upcoming water project in north Dunsmuir; worked with community service on maintenance at the cemetery; used a leaf blower to remove debris from downtown sidewalks; Irrigation done on Children’s Park; cleaned graffiti at Children's Park; walking meeting with City Manager about problem sidewalk areas; cleaned trucks; ran sweeper; gathered trash and responded to emails and phone calls.

 

2) City Manager: One week of work post return from a family funeral back east.

Worked with Clemens Waste Removal to finalize solid waste contract; reread contract to ensure that there were no grammatical issues, incorrect or extraneous information; met with CalTrans about the upcoming STP cycle and the potential for transportation funding for Dunsmuir; final approval from the Rod & Gun Club Board on gun range lease-will be coming to the next City Council meeting for approval; work on funding and a job description on a proposed Public Work’s Director position; meeting with CalTrans on progress on the 800’ Bridge; meeting with Jacob’s on the progress on the environmental work for the Butterfly Bridge; wrote a resolution in opposition to the siting of the Blackberry Timber Harvest access road; work with the in-town film crew on the expectations to minimize the provision of basic services; visited the springs and have asked PACE to begin water rights approval to use two springs that are under our control, but are not currently serving the citizens of Dunsmuir; Active Transportation Plan meeting with CalTrans-reworked task order to conform to State standards; received an additional $22k in Delphi system for reduction of Airport debt to the general fund

 

3) Wastewater Dept: Continued with daily, weekly, and monthly sampling; sewer main locates for water main contractor; sewer main maintenance on Gleaves Ave.; continued with sludge maintenance; maintenance on mixer motor-required parts ordered; general plant seasonal clean up; lift stations checked and target manholes inspected.

 

4) Water Dept: Continued with water main project work; continued with Blacksmith water main project; continued with automatic water meter replacements; Elizabeth street flushing and bacteriological testing;

locates on Gleaves and Isgrigg Street completed for project; meeting with ENPLAN and Pace regarding Mossbrae Springs project; water main break on Hemlock; pressurized River Ave. for disinfection and pressure testing.

 

5) Finance: Accounts payable; accounts receivable; payroll; utility billing payment processing; covid fund research; water project change order processed; CDBG grant paperwork.

 

6) Fire Department: For the period, the department responded to (16) dispatches, (10) EMS, (1) other type fire, (1) Structure Fire, (1) Vegetation Fire, (1) traffic accident, (1) Hazardous situation, (1) Public Assistance;

Weekly Fire Department training-Fire personnel reviewed EMS skills and maintained EMS equipment; all equipment and apparatus remain in good working order; entered run reports into computer data base; currently (1) fire department engine with personnel is assisting CAL-Fire with station coverage in the County, (1) department engine was returned from the River Complex Fire after a 14-day assignment. Our staffing levels are still adequate to respond to our daily dispatches.

July 26th, 2021

1) Public Works: Trash pickup;, sweeping; graffiti removal; crack filling continues; removed the form boards-concluding  first phase of construction of concrete slabs for benches and tables at Tauhindauli Park; roadside maintenance Siskiyou Av.; Oak St; Shasta Av.; fixed toilet at Sherriff's Department; Received an estimate for blacktopping South city hall parking lot; green waste day completed. 

 2) City Manager: Final drawings under review for Traveler’s; finished interviews for Utility Maintenance Worker and offered applicant the position; position description prepared for proposed Public Works Director; spoke to CalTrans about considering use of their ROW for constructing Hedge Creek Parking Lot-looks positive, though need to resolve speed posting issue on Mott with County before moving forward; waterline installed for use at Dunsmuir Community Garden; submitted CDBG/EDBG Grant application; signed and submitted NEPA documents as supporting documentation for aforementioned grant; Retal Strategies, LLC agreed to present virtually at next City Council meeting-about economic revitalization and direct retail outreach (one of many firms that do this work); discussion regarding siting of “Patty’s Tree;” meeting with Jacob’s regarding progress on Butterfly Bridge; Solid Waste Ad Hoc meeting-finalized contract for main services-sent to John Kenny for review; attended State Water Resources Control Board meeting regarding allocation of funds for drought emergency; word that Allison Leshefsky just secured another $25k in grant funding for Dunsmuir Parks and Recreation and has two more in the works-big shout out; attended award meeting for CalTrans Active Transportation Plan grant; objection letter written on behalf of City regarding the Blackberry Timber Harvest Plan logging road location; meeting to discuss power consumption in City to see if it makes sense to move all city buildings to solar with battery back-up with no out-of-pocket costs for City (delta between current energy costs minus savings would pay of equipment and install); rewrote SP Grant application for Locomotive #1727 refurbishment -submitted; received word that we are finally receiving needle disposal containers from Siskiyou County Public Health; lifted airport closure as Lava Fire is winding down;

July 14th, 2021

2) City Manager: Letters to delinquent pilots regarding delinquent payments; green waste event coordination; work with USFS and CalFiire Aeronautical on use of the airport; Work with PACE and Tom Hesseldenz on Hedge Creek Parking design; CalTrans Active Transportation Grant resolution; VRBO Tax Collection Ordinance; Rod and Gun Club attorney conversations; wrote EDBG Program Income Grant for Economic Recovery Plan that incorporates community visioning-then performing direct retail outreach; vacant and distressed building ordinance enforcement; conversation with Children’s Park w/State Parks-seeking to enter Escro before grant is fully disbursed; T-Park interpretative trail work; work on solid waste contract; wrote proposed Public Works Director job description; dealing with complaint that owner of property with burned structure is living in a chicken coop (you read that correctly); moved cement blocks from Cornerstone until business is actually open; reviewed and approved ISA for the Butterfly Bridge project; coordinated with Retail Strategies on presentation at August 5th Council meeting; closed Amtrak station due to ongoing vandalism; interviews for Utility Maintenance Worker Position; Traveler’s submitted final plans for approval.

 3) Wastewater Dept: Daily, weekly, monthly testing completed; monthly report sent to State Board; weed eating at all lift stations and north Dunsmuir water storage tank; worked and fixed scum pump float issues at plant; chipped brush pile that is from PW and us that needs to be relocated to we can bring in backfill material for future plant improvements; received approval for the sewer system maintenance program; electrician working on free cl2 samplers. All lift stations and manholes checked.

 4) Water Dept: Installed double check valve at cemetery service to comply with cross connection program; flushed new main for SNL construction from Kathrine St to Woodward Ln in prep for sampling; installed more AMR meters; contractor starting Butterfly Ave to Gillis St water main project.

 5) Finance: ap, ar, payroll, utility billing, utility payment processing.

 6) Fire Department:  For the period, the department responded to (18) dispatches, (8) EMS, (3) traffic accident, (1) Hazardous situation, (2) other type fires, (1) public assist, (2) vegetation fires, (1) other type call; weekly fire department training: Fire personnel inventoried the Haz-Mat trailer and reviewed the operation of the inflatable rescue raft-this equipment was requested to the Lava incident to assist with a Helicopter recovery and hazmat containment at Lake Shastina chopper crash the next day. All equipment and apparatus are in good working order; entered run reports into computer data base; the fire department did not respond to any complaints of fireworks during the 4th of July weekend. Dan has not had an opportunity to speak with the Sheriff Department to see if they had any calls due to fireworks within the city limits.

June 28th, 2021

  1. Public Works: Roadside maintenance Sacramento and Dunsmuir Ave., repairs at Belnap Fountain (plugged), water meter reads 6/21, continue prep work (form up for concrete) at Tauhindauli Park for picnic tables, continue with crack fill machine on Siskiyou Ave. (Both south and north bound lanes from Elementary School entrance north to Hope Ln. intersection have been completed), street sweep 6/25, one load of tires and metal to dump 6/25.

  2. City Manager: Runway reconstruction ribbon cutting, Hedge Creek Parking Lot design completed and Juliana filing CEQA, writing Program Income Grant to leverage PI for $250k to complete a economic revitalization plan and direct retail outreach; work on completion of Tauhindauli Park interpretive Trail; Short Term Rental Ordinance work; organization of Green Waste Day; solid waste negotiations; working to restore power for events at secured outlet at the Traveler’s Hotel; procured grants to pay down Airport Enterprise Fund debt to the General Fund-$9k plus $22k; signed paperwork for FAA Grant to design the north taxiway and apron-$170,000; post runway ribbon cutting have been working with USFS and CalFire-closed down runway this past Saturday to all but firefighting helicopters; SCORE Board meetings; work on Blackberry Timber Harvest Plan; awarded $178k from CalTrans to complete an Active Transportation Plan for the City of Dunsmuir; work with CalTrans on relocation of water conduit under the 800’ Bridge; work on procuring backflow prevention devices for commercial enterprises; posted real time info on Lava Fire to City’s website; seeking quote on installation of mini-splits at sub-station and in Council chambers; discussions with Cannabis CUP holders about need to set-up shop or risk losing Cannabis Business Permit permanently; SORA to work for City to manage traffic, trash, general stewardship for the Hedge Creek Trail; STIP discussions with Bill Willman; working on potential reclass of Public Works Supervisor position to Public Works Director position.

  3. Wastewater Dept: Daily, Weekly and quarterly ground water well sampling; plant cleaning and weekly equipment maintenance completed; all lift stations checked and cleaned. Problem area manholes were checked.

  4. Water Dept: Monthly meter reading was completed; installed more AMR meters; made repairs on two service line leaks; springs were checked and are doing OK; numerous meetings with SNL Construction about water main locations and service line locations; several new main lines were pressure tested, flushed and coliform samples were taken. The new mains are now in service, including the new main to the High School fire line.

Fire Department: For the period, the department responded to (15) dispatches, (8) EMS, (1) traffic accident, (2) Hazardous situations, (1) wildland fire, (3) other type fires; Weekly fire department training- personnel reviewed wildland hose lays, engineers reviewed pumping operations; all equipment and apparatus are in good working order; entered run reports into computer data base; Diversified Electric reinstalled the siren at the Dunsmuir Cemetery-all sirens in good working order.

  7. Just a follow up to the vegetation fire on the city owned property south of Manfredi’s market that occurred on Sunday June 20th: The fire was human caused-it started at a campfire that was adjacent to a homeless encampment that had been occupied for quite some time. The responsible party was preparing a meal over a campfire that did not have adequate clearance from vegetation. It is my recommendation that the property be posted with signage that indicates no camping or trespassing.

     

June 8th, 2021

  1. Public Works: weeding, drainage clean-outs on Scherrer Ave., roadside maintenance at other locations; picked up garbage around city; working with RR Days Committee on logistics for upcoming event; mowed lawns on 6/4; finished line striping parking lots (7 handicap stalls); paint sprayer maintenance and cleaning; crack fill project to be completed in June; meetings with Recreation District; City Hall, and Airport contractors; contacted Jeff Schwein-Local Transportation Funding LTF to set up meeting with Management to discuss upcoming STIP projects, hired temp from personal preference.

  2. City Manager: Second opinion on commercial appraisal for Children’s Park; established abatement procedure checklist with city attorney; Retail Strategies- talks regarding: 1) economic recovery plan, 2) direct retail outreach; worked on coming up with hybrid meeting strategy with Siskiyou Media Council and city staff; set-up Loan Committee for EDBG; runway reconstruction ahead of schedule; scheduled ground breaking for airport during late June; reestablished cemetery maintenance through community service with Sheriff; confirmed speaking at LOLA Dinner with Tonya Dowse and Sheriff LaRue; budget prep; developing EDBG/CDBG program guidelines with SCED; working on program income grant requests for use on two of the three following projects: 1) library new roof, 2) expansion of Hedge Creek parking lot, 3) help to Dunsmuir Resource Center, 4) bleacher repair; call to County for more Sharps containers; speed study on Mott near Hedge Creek-need to lower for unregulated mid-block crossing; meeting set-up to look at potential for solar to power all City buildings; called cannabis CUP holders to remind them that CUP requires them to be up and running within six months after CUP is approved or cannabis business license is permanently revoked; photo op at T-Park for Allison L’s self-guided walking tour plans; letters sent to EDBG loan holders who decided to discontinue paying during Covid that repayment needs to restart on June 15th; working on EDBG planning application to leverage program income dollars for $250k in planning dollars to pay for: 1) downtown Economic Revitalization Plan, Direct Retail Outreach, potential for architectural guidelines plan; exit interview for Public Works Supervisor after he announced retirement; work with city attorney on strategy to recover fees from various civic violation non-payment; letter going out to vacant and distressed building owners; water shut-offs for non-payment of bills to restart after Covid moratorium expires on June 30th; other projects too numerous to count (TNTC).

Wastewater Dept: Daily, weekly and monthly sampling completed; monthly State report completed and sent; plant equipment maintenance completed; weekly digester decanting completed; JJ Pump called for repair on effluent pump; Diversified Electric will be here in the next week to finish connections to free chlorine analyzer; chlorine weight scale circuit board and weight cables are no longer working correctly-to be replaced at $2,500.00 each;

     

  4. Water Dept: Springs checked-water table a little lower but ok; repaired hole in gate fencing; made service connection on Surrey St and old main was shut off; new 2” main on lower Oak St was turned on and new services were connected; move water service at Walnut and Sac Ave to new main-old 6” main disconnected; made tie-in at Oak St and Castle Ave to new main-old connection turned off; repaired service leak at 6282 Scheerer Ave.

    weekly fire department training: personnel reviewed supply hose loads, inventoried fire department hoses in anticipation of annual hose testing this week; all equipment and apparatus are in good working order; entered run reports into computer data base; informed by the DPAC committee that we were unsuccessful in a fuel reduction grant we applied for last year. The “Stephens Grant”is administered by the USFS Shasta Trinity National Forest; the committee is still hopeful that we will receive the CAL-Fire fuel reduction grant that was submitted earlier this year; began a grant application to the California Fire Foundation for new mobile radios- this is a no match grant that we’ve had success with in the past;  we are seeing an increase of transient groups passing through Dunsmuir- some of them have been camping along the Sacramento River and the Railroad tracks south of the I-5 bridge at central Dunsmuir- this comes with illegal campfires. last Friday, the Fire Department and Siskiyou County Sheriff Deputies visited a camp that had started a small campfire. The responsible parties cooperated with my request to extinguish the fire and were counseled about the dangers of campfires and that they were trespassing. The deputies stated they would begin to make a point to visit the camp sites while on patrol. Also, the camps are littered with trash which we asked the group to clean up before they leave-0we have follow up patrols to problem sites.

May 20th, 2021

1) Public Works: vehicle maintenance; mowed lawns; garbage; painted graffiti at various locations around town; removed debris from sidewalks;, procured an additional community service worker for cemetery to clean up, rake leaves, other duties; began line striping with the following areas completed: Sacramento Ave., behind Belnap Fountain, Recreation District, entrance to City Park ballfield lot and 1/2 of lower Pine St., parking markers on Upper Pine and from Yaks north to Sten’s Burgers- painting will continue for the next 2 weeks with the goal of completing Dunsmuir Ave. from City Hall north to Willow St;. attending weekly construction meeting at Mott Airport- project is moving quickly and the contractors are hoping to begin paving the runway on the 24th; Street sweeping on 5/14.

2.) City Manager: Downtown water tank project management; UP billing; plan review for relocation of pipe on the underside of the 800’ Bridge; attempting to hire a commercial appraiser for confirmation of original valuation of underlying land at the Children’s Park; Planning Commission work on Short Term Rental regulations; work on hybrid City Council meetings; sought a temporary restraining order against PP&L to stop the replacement of power poles at the airport that are going to be taller until the company could produce FAA Certificates stating that the poles would not create a flight hazard; cannabis permitting; CDBG and CV1 funding; letters in support of grant funding for the Engine 1727 project; new lease sent to gun range; call to assessor’s office on move from placing abatement liens on properties to tax bills; called Element 7 and told them that the CUP states permanent revocation of cannabis business permit if not up and running in six months; fuel reduction grant submitted; change order for runway reconstruction; Dunsmuir Community Cares Team meeting; Federal Stimulus tracking; Airport runway reconstruction oversight.

 3) Wastewater Dept: All daily and weekly testing was completed; contractor removed effluent pump to determine cause of moisture alarm failure-took to Redding for repairs. backup pump installed after fixing; took vehicle out of service after diesel motor failure- traded utility bed to another truck (#302-water service vehicle); inspected sewer issue at 6223 Dunsmuir Ave. and provided recommendation to tenant; completed State CV Salt notice; all lift stations were checked and cleaned.

 4) Water Dept: Repaired leak on 2” line on lower Oak St.; worked with SNL Construction on water line replacements for most of week from Dunsmuir Avenue, to Wood St intersection; Branstetter, Snow Street., Oak St., Elinore, and from the top of Oak St to High School on Willow St.; pressure testing and flushing new lines in preparation for taking bacteria samples to laboratory; discussed water issue with owner at 4122 Patricia St.- outside water pressure is fine but not sure of issues within the home-owner to call plumber; reports about water truck filling from fire hydrant on north end of Siskiyou Ave.-this is foe work at the airport.

5) Finance: Accounts payable; accounts receivable; payroll; utility payment processing; hybrid meeting investigation; budget, CDBG Grant; Butterfly Bridge invoicing; HR questions; technology questions; cross-connection survey responses.

 6) Fire Department: For the period, the department responded to (7) dispatches, (4) EMS, (2) Other type fire, (1) Public Assist; weekly fire department training- personnel continued their annual refresher course on wildland fire response; all equipment and apparatus are in good working order; entered run reports into computer data base; attended annual South County Fire Chiefs meeting along with USFS, CAL-Fire and local government agencies. The discussion focused on responses to wildland fires in our immediate area, and the resources that will be available should a fire occur this season;

 Attended the second meeting of the Siskiyou County Fire Rescue team. The group leaders gave an update on training and new equipment available to local fire fighters. Siskiyou County purchased a rubber rescue raft for the Dunsmuir Fire Department. This is to be used for water rescues along the Sacramento River. The raft can also assist the team during a flooding event to rescue residents trapped by rising water. The Dunsmuir Fire Department has (4) qualified water rescuers. These members participated in a weeklong training on raft based rescues.

May 3rd, 2021

1) Public Works:  Removal of debris and branches for fire suppression along ROW; fertilize and mow lawns; planted replacement tree in front of City Hall; completed sidewalk replacement at Caboose Park with assist from Siskiyou County Public Works; repair/replace/adjust sprinkler heads at Children’s Park; serviced backhoe and ordered needed parts; serviced lawnmower; serviced paint sprayer; attended airport construction meeting on 4/28-everything is going well up to this point and contractor is on schedule; placed order for 50 gallons of traffic paint, 300 lbs. of reflective beads-to paint parking lots this week and then move on to crosswalks in the Business District. 

2) City Manager: Worked on CalFire Fuel Reduction Grant with Lynda Scheben, Rico, and Chief Padilla; Project management of runway reconstruction; tree cutting enforcement on west edge of airport; wrote and published job posting for Utilities Maintenance Worker 1 (to replace an employee who resigned); submitted Dunsmuir road rehabilitation list to LTF; met with Siskiyou Media Council about renewing their contract; signed FAA CRSSA agreement (funds for lost airport revenue due to Covid); reviewed Stormwater Pollution Prevention Plan for runway reconstruction; signed FAA grant application for the taxiway and apron redesign; held Airport Committee Ad Hoc Committee meeting; abatement of home on 4100 block of Branstetter; phone meeting with Councilperson Luchessi and State Parks to discuss additional items needed to complete application for the Children’s Park; worked on determining who owns the abandoned well at the west edge of the airport-now owned by County-County to appraise and surplus; extended warrant at abatement house on Branstetter to ensure rodent problem under control; trails association are finishing up final drawings for the Mossbrae Trail this week-to be submitted for approval to UP; added additional section of playground equipment to Children’s Park for littler kids

3) Wastewater Dept: Daily and weekly plant testing completed; plant cleaned and weekly maintenance completed; poured our first load of sludge on drying beds; installed our new Free Chlorine Analyzer.

4) Water Dept: Meter reading for this month completed; springs were checked and they are in good working order; water main replacement project is underway and on schedule; working with water main contractor on minor changes as the project moves along; water main work being done on Branstetter-Snow St, Dunsmuir Ave from Wood St to Branstetter, Oak ST. from Castle to Elinore then South to Surrey St.

5) Finance: Accounts payable; accounts receivable; payroll; utility billing; meter reads; treview options for replacement copier that will save the City money; airport runway reconstruction, USDA Grant; CDBG award notification.

6) Fire Department: For the period, the Department responded to (13) dispatches, (1) Structure Fire (assist Mount Shasta Fire), (6) EMS, (3) Other type fire, (1) traffic accident, (1) public assist, (1) other type call; weekly fire department training- personnel had annual refresher training for wildland fire response; all equipment and apparatus are in good working order;  entered run reports into computer data base; attended monthly DPAC meeting via ZOOM-items discussed were the CAL-Fire Fuels Reduction Grant;, green waste was discussed and information was shared concerning the free green waste disposal at the Black Butte transfer station.

February 8th, 2021

1) Public Works: Public Works Director on bereavement leave; great job on snow removal!

2) City Manager: Finished review of active transportation grant submission; worked on planning grant for reconstruction of the apron and taxiways-contacted Auburn airport about the potential for using their expiring FAA entitlement funds; attended economic development summit with SCED and city managers of Siskiyou County; met Chico Broadband Initiative staff and SCED regarding potential grant dollars for laying 1g-5g trunk lines in Dunsmuir; worked with CalTrans Aeronautical regarding tree trimming dispute with property owners on westside of airport; on track with Butterfly Bridge-reviewed-approved Aquatic Resources Delineation Report for project; met with Linda Schaap (attorney w/ Kenny and Norine) regarding injunction against property owner who has excavated property-endangering city infrastructure; worked on Fraities Subdivision (County subdivision adjacent to City boundaries)-property owners pre-paid to attach to city infrastructure-never approved through LAFCO-spoke to County attorney and City attorney-hook-up to proceed; reviewed Tillis construction contract for reconstruction of airport; multiple discussions with attorney for Sweetwater, LLC-former Payless to be up and running in March; attended SCORE Board meeting; work on reconciling Planning line item in City budget with services paid for through grants and through applicant fees; spoke to UP about Mossbrae Falls-plans are still under review by UP Structural department; worked with CalTrans District 2 about the relocation of City water supply located on underside of 800’ Bridge; attended Zoom Meeting with Biden administration regarding proposal for Federal relief to cities that have been impacted by Covid; EDBG Coronavirus round 1 funding approved for contract by HCD; survey to be distributed to citizens via utility bill regarding interest in highspeed internet (needed information for grant application); required city Covid 19 training

3) Wastewater Dept: Daily and weekly sampling completed; annual sampling of sewer ponds completed; phone line was repaired to the So. January 25th, 2021

1) Public Works: Normal maintenance (garbage etc.); rodded drains at Elinore Ave. @ Beverly Ave., Lower Pine St. @ Sacramento, and Needham Ave. @ Wells Ave.; cleaned right of way at south end of Butterfly Ave.; continued pothole repair at various locations in town; replaced (2)light ballasts at City Hall; unplugged sewer at Amtrak Station and began working on creating a master plan and prioritizing sidewalks in need of repairs; minor repairs to vehicle #411; pulled items that will be of continued use to us from vehicle #400 (2007 pickup) and did minor cleaning to interior in preparation for surplus sale; worked on minor electrical problems on #422 (grader); finalized bid paperwork for new truck and hope to have bid requests sent out early next week; submitted CERS annual report on 1/13; reported usage hours to CARB for #421 (backhoe) and submitted ROARS.

4) Water Dept: Worked with SNL Construction on plan to start water meter replacement-work will start on January 11th; repaired two leaks in a ¾” service line at 6821 Dunsmuir Ave; made three boxes to collect old meters that are being replaced in water project; repaired fire hydrant at Kathrine and Dunsmuir Ave. that was hit by vehicle; checked springs and storage tanks and all is well.

August 25th, 2020

1) Public Works: Continued roadside maintenance on: Willow St., River Ave., Siskiyou Ave., Castle Ave; cleaned sidewalks on: Siskiyou Ave. and Dunsmuir Ave: meter reads completed on 8/20; attended pre-construction meeting at Cedar @ Shasta 8/19; street sweeping completed on 8/21; put urn in at cemetery; installed computer hook up for desk at Public Works; continued painting crosswalks and stops around town (completed 10 crosswalks (3 with stops) and 5 "stops" on 8/17 through 8/19; cleaned around school bus stops; picked up trash on 8/20; ordered pedestrian "warning" (reduce speed and crosswalk ahead) signs for the south bound side near Hedge Creek Falls Trail for pedestrian traffic- these will supplement existing sign north of crosswalk; Still have not heard back from Able Tree Service concerning work project at north end of Shasta Ave.-moving forward and select from the 2 bids that have been submitted.

2) City Manager: Work on a draft solid waste rfp for Council review and approval; held kick-off meeting for Design and Construction of Butterfly Bridge-tracking down past easement documents that may allow work on UP tracks; worked with Ec Dev consultants to complete paperwork for micro-enterprise low/no interest loans and grants for up to $20k; meeting on Shasta Ave regarding water main replacement with PACE, Water Department and Public Works; called Senator La Malfa’s Office regarding putting pressure on UP for favorable lease rates for Mossbrae Trail; spoke to propoert owner of a portion of Children’s Park regarding possible purchase of underlying land using Prop 68 money-looking for an appraiser; spoke to supplier of playground equipment and have on-site meeting later this week regarding the potential replacement of equipment using Prop 68 funds; worked with Public Works on several tree removal jobs on city property; signed FAA Grant paperwork for disbursement of $3.2m in runway reconstruction funds and held virtual meeting with contractors; worked on tree cutting issue on  westside of airport with John Kenny and County CAO Angela Davis; code enforcement complaint calls; conference call with USDA regarding remaining items for issuance of loans and grant money for water projects; sent prospecting letters to local businesses that may have interest in advertising in BusinessView feature article on Dunsmuir

3) Wastewater Dept: Daily and weekly testing completed; weekly plant wash down and equipment maintenance completed; repaired vacuum hose on #2 chlorinator; ordered new fitting for chlorinators; decanted digester twice this week to spread out the load on the plant; measured water depth on all groundwater wells in preparation for sampling on Monday; lift stations were checked and cleaned.

4) Water Dept: Meter reading was done this week and finished on Monday; dug up intersection of Shasta Ave. and Cedar St. to inspect condition of culverts in preparation of installing a new water pipe- current pipe is badly rusted; held meeting with Pace Eng, Public Works and Water Dept. to discuss replacement of drainage piping; repaired two service leaks at 4100 Vernie St. and at 4212 Willow St.

6) Fire Department: For the period, the department responded to (12) dispatches, (1) Public Assist, (10) EMS, (1) Other type fire; no fire department training was conducted this week, due to short staffing and commitment to fire support in Siskiyou County- currently we have one engine staffed and leased to CAL-Fire for initial attack response; all equipment and apparatus are in good working order; entered run reports into computer data base; attended the monthly Dunsmuir Fire Protection District Meeting; met with Kevin Allard IT Services to allow access with my personal computer to the city server- this will allow me to work from my home during Pandemic

1) Public Works: Drainage repairs on Surrey St; filed herbicide usage report with Siskiyou County on 7/31; attended asbestos online refresher course 7/30; continued roadside vegetation management; continued line striping and crosswalks on 7/27 and 7/28; attended online SCLTC meeting on 7/28; requested bids for possible tree management project on Shasta Ave; ordered two new garbage cans on7/30,-one for near Dollar General and for Hedge Creek Falls parking lot; painted over graffiti at Tauhindauli Park; cleaned up/cut weeds at Florence Loop freeway on ramp.

2) City Manager: Work on a draft solid waste rfp for Council review and approval; worked with PP&L to get power to businesses along Pine between Dunsmuir and Shasta; Helped local restaurants with to develop parklet concept for outdoor seating locations; met with owner of Children’s Park to discuss a possible swap for an as yet unidentified city owned parcel or an outright purchase using park grant funds; conversations with FAA about grant award for runway reconstruction; work on issuing an electrical permit for Sweetwater Station; spoke with County CAO about tree trimming along westside of airport as required by FAA; meeting with other cities of Siskiyou County about terms of expending IRWM grant funds; Airport Committee meeting; official announcement of FAA grants-interviews regarding awards; waterline design meeting with CalTrans and PACE about water transmission on the underside of 800’ Bridge; working with CA Finance department regarding reimbursement of extraordinary costs associated with Covid response; submitted LEAP Grant application; ongoing issues with owner of Just-In-Time; attended Dunsmuir Community Cares Team meeting; attended state Covid response meeting with Governor and city managers; reviewed check valve replacement quotes for several residences; worked with Traveler’s project folks regarding power vault location; closed airport for CalFire/USFS wildfire helicopter staging; conference call with CalTrans and Jacobs Engineering about Butterfly Bridge project; call with Senator Harris’s office; fielded complaint calls; looking at traffic pattern change for Wood Street.

3) Wastewater Dept: All daily testing completed; weekly samples collected and taken to Basic Lab in Redding; seeking quotes to have sewer lateral check valves installed at four houses in the 4200 block of Siskiyou Ave; all liftstations were checked and cleaned.

4) Water Dept All water meters were read for this month; worked on water main connections at bottom of Simpson Ave.

5) Finance: payroll, account payable, accounts receivable, utility billing, email billing attempts, tech set-up, FAA grant set-up, CDBG grant work, cannabis tax background information collection, solid waste data collection to be included in the draft RFP, finance committee reports.

6) Fire Department: On-site fighting the Badger and Miner’s fires
